League Rules

THE VERNON C. NEAL SPORTSPLEX

ADULT FLAG FOOTBALL

LEAGUE RULES

This flag football league is a non-contact sport!  We will not tolerate any physical contact.  Players who engage in physical contact will not be permitted to play!  By physical contact we mean, blocking, tackling, jamming receivers and stiff arm moves.  Please follow these simple directions, so we can have a safe and enjoyable league.  The field officials have the final say on all rulings.

A. ROSTER

  1. Teams will play 4×4 on the field and must have at least eight players on the roster and must be at least 16.
  2. No practice is allowed outside of the field.  All balls must be hidden (in bags) until you get on the field.
  3. Each team will pay $10.00 per game to one official, including playoffs.
  4. Anyone who has been banned from playing or coaching at the Brownson House is also not permitted to be involved in anyway at the Vernon C. Neal Sportsplex.
  5. A player must play in at least 3 regular season games to play in the playoffs.

B. GAME

  1. The games will be 40 minutes running clock, divided into two 20 minute halves, with a two minute halftime.  The game officials can stop the clock at their discretion.
  2. The game will begin with a coin flip, with the winner choosing either the ball, direction in the 1st half or defers choice to second half.  If the winner of the coin flip chooses the ball in the 1st half; the other team will choose the direction for the 1st half and will get the ball at the start of the 2nd half.  The teams will switch directions for the 2nd half.
  3. Each team will have one 30 second timeout per half and unused timeouts do not carry over.
  4. Teams will have 25 seconds to get the next play off, after the ball is spotted.
  5. 5.     The ball can be spotted anywhere on the field, from one yard inside either sideline. (Offenses choice)
  6. 6.     The ball can not be snapped until the referees are set.
  7. 7.     A team must start the game with at least three players.

C. FIELD

  1. The field is 24 yards wide by 40 yards long, with the end zones being 8 yards long.
  2. The center line is the first down marker.
  3. There are no-run zones before each end zone and before the first down marker.
  4. All players leaving the field during the game must exit the field on the bench side of the field.
  5. 5.     The field has two parallel lines running down the center about 3 feet apart.  This is the rushing zone.  The rushing zone is a safe zone for the rusher to pressure the quarterback.  No offensive player can make contact with the rusher in this zone.  If contact is made, the offense will be charge with impeding the rusher.  If the rusher is outside of the lines, he must not make contact with an offensive player, or he may be called for a penalty.

D. EQUIPMENT

  1. All players must wear an approved mouth piece at all times.
  2. Any type of shoe is permitted, except any type of metal spike.
  3. All jerseys must be tucked in at all times and a penalty will be given for an untucked jersey that may prevent a defensive player from pulling a flag.  Each team is to provide their own matching jerseys.
  4. All teams must wear flags that are provided by the Vernon C. Neal Sportsplex.
  5. Players may wear towels on their belts, but they can not interfere with the flags.  If an opposing player pulls the towel, then that will act as a pulled flag and play will be stopped.
  6. The Vernon C. Neal Sportsplex will provide a game ball for each game or teams may use their own.
  7. Extra players and playbooks must stay on the benches.
  8. Jewelry may be required to be removed and players who choose to wear any jewelry do so at their own risk.

E. GENERAL GAME RULES

  1. The winner of the game is the team that has scored the most points during the game.  If during any time during the 2nd half of the game any team leads by 30 or more points, than the game shall be declared over and the team leading will be declared the winner.  The team that is down must be given at least one offensive series in the second half.  Games in the regular season can end in a tie.
  2. A team has scored a touchdown when they have advanced the ball across the goal line. (6 points).
  3. After each touchdown, the team scoring the touchdown will have the following options:
  4. A one point conversion from the five yard line (no run zone)
  5. A two point conversion from the 12 yard line (pass or run)
  6. Any defensive penalty during an extra point attempt will result in the extra point conversion being converted with the appropriate number of points being awarded to the offensive team.
  7. Any offensive penalty during an extra point attempt will result in the extra point not being awarded.
  8. An interception on an extra point try may be returned and if it is advanced over the opposite goal line, then the team intercepting the ball will receive 2 points, no matter whether the other team was going for 1 or 2 points.  If the defensive team commits a penalty on the return, the points will be automatically awarded.
  9. A safety occurs when the offensive team is stopped, commits a penalty or fumbles the ball in their own end zone.  The defensive team is awarded 2 points and gets possession of the ball at their own 5 yard line.
  10. If a player drops or fumbles the ball at any time, the ball is dead where the player first lost control of the ball.
  11. The ball will be spotted at the point where the players’ hips were when the flag was pulled.  Players cannot extend the ball to get a better spot.  If a player falls towards his own line of scrimmage while making a catch, the ball will be spotted at the furthest point the ball progressed while in possession of the player, or at the hips of the player, which ever is closer to the original line of scrimmage.
  12. A first down is gained when the ball is advanced across the first down marker in three plays or less, or a penalty is called that result in the ball crossing the first down marker.  The offense will then receive a fresh set of three downs to score a touchdown.
  13. The ball carrier is down when: a. Flag or belt is pulled off      b. steps out of bounds   c. knee hits ground      d. flags or belt falls off  below the hips  e. ball carrier lets the ball touch the ground
  14. A player must have at least one foot inbounds when making a reception.  A player that steps out of bounds during a play is not eligible to come back in to make a reception or carry the ball.
  15. If a receiver, while in the air, is pushed out of bounds, and if in the judgment of the official the receiver could have gotten one foot in, the official may rule it a catch.

OFFENSIVE PART OF THE GAME

  1. The offense will begin their possession of the ball on their 5 yard line at the start of the game and the start of the second half, after an opponent’s touchdown, after a turnover-on-downs and after a safety.  If a player intercepts a pass, they may advance the ball.
  2. Each team will have three downs to advance past the center first down marker.  Once they have passed the center line, they will have three plays to score a touchdown.
  3. Each play must begin with the center snapping the ball between their legs to the quarterback.
  4. The offense may align themselves in anyway, as long as they are behind the line of scrimmage and on the field of play.  Behind the line of scrimmage, only one player is to be within six foot of the center. (width of  the rushing zone).
  5. The offense may advance the ball in the following ways:
  6. The quarterback may throw a forward pass to a receiver.  The receiver must have both feet over the line of scrimmage in order for a forward pass to be legal.
  7. The quarterback may hand off the ball to a player in the backfield and there can unlimited number of hand offs behind the line of scrimmage.  The player receiving the hand off may run or attempt a pass downfield.  Once a player has crossed the line of scrimmage, they may no longer pass or hand off.  No laterals are permitted at any time.  The player, who takes the direct snap from center, is not allowed to run, unless he hands the ball off to another player and then receives a return handoff.
    1. The quarterback has seven seconds to throw the ball, from the time of the snap.  If they fail to do this, the play will be stopped and the ball placed at the previous line of scrimmage.  If the team executes a hand off, then the seven second rule is no longer in effect.

F. DEFENSIVE PART OF THE GAME

  1. Defensive players must lineup at least one yard from the line of scrimmage.
  2. Any defensive player who wishes to rush the quarterback, must lineup at least seven yards back of the line of scrimmage.  There is no limit on the number of players that can rush.  The game official will mark off the seven yards before the start of each play.  A player, after the ball has been snapped, may retreat behind the 7 yard mark, to rush the quarterback.
  3. If the offensive team executes a hand off, any defensive player can rush, regardless of where they lined up prior to the play.
  4. A defensive player may defend a forward pass by knocking down or intercepting the pass, but a defensive player must not interfere with any offensive players attempt to catch he ball.  Interceptions may be returned.
  5. Defensive players can not use their hands and arms to impede receivers.
  6. Players are not permitted to swipe or swat the ball from the ball carrier’s hands.

 

G. PENALTIES

Offensive Penalties:

The defense will have the option to accept or decline any offensive penalty.

The following penalties called against the offense will result in a DEAD PLAY.  The ball will be spotted at the original line of scrimmage.

  1. Illegal Forward Pass – The receiver must be in front of the line of scrimmage when he receives a pass.
  2. Illegal Handoff or Pitch – The ball may not be pitch backwards at any time behind or beyond the line of scrimmage.  For a hand off to be legal, the player must a full possession of the ball, prior to handing the ball to another player.  (A player must be the only player to have his hands on the ball to be considered full possession).  The center sneak is only permitted if the quarterback takes the ball and puts it on the centers’ back or hands the ball to him.  The center can not take the ball back between his legs from the quarterback.

The following penalties called against the offense will result in a 5 yard penalty & loss of down from the original line of scrimmage:

  1. Illegal Formation – Can not break the huddle with more than four players or have more than more player within six feet of the center behind the line of scrimmage.
  2. Illegal snap – Ball must be snapped between the legs
  3. Illegal motion/False Start – Once the offense is set, players must always move backwards or laterally in comparison to the line of scrimmage and not permitted to move forward or cross the line of scrimmage until the ball is snapped.
  4. Delay of Game – The offensive teams fails to snap the ball in 25 seconds.
  5. Illegal Forward Pass – The receiver must be in front of the line of scrimmage when he receives a pass.
  6. Illegal Handoff or Pitch – The ball may not be pitch backwards at any time behind or beyond the line of scrimmage.  For a hand off to be legal, the player must a full possession of the ball, prior to handing the ball to another player.  (A player must be the only player to have his hands on the ball to be considered full possession).  The center sneak is only permitted if the quarterback takes the ball and puts it on the centers’ back or hands the ball to him.  The center can not take the ball back between his legs from the quarterback.
  7. Illegal Run from Scrimmage – The offense can not run the ball if the line of scrimmage is within one of the no-run zones on the field. (The ball has crossed into the no-run zone.)
  8. Impeding the Rusher – Offensive players must give a defensive player a clear path and not try to impede them in any way.
  9. Illegal Pick – Receivers are not permitted to go out of their way set picks to free other players.
  10. Lowering of head or shoulder – An offensive player cannot lower his shoulder or head to try and gain extra yardage, run a defender over or impede a defensive player and could be called for unsportsmanlike conduct.
  11. Offensive Interference – Offensive players can not in any way interfere with a defensive player at any time.
  12. Flag Guarding – A player in possession of the ball cannot impede a defender’s ability to pull his flag by swiping at his hand, shielding his flag or by having an untucked jersey.
  13. Blocking down field – If a pass is complete to a receiver, all other receivers must stop their patterns and stand still.  If a receiver fails to stop his pattern after a completion is made to another player, and the player without the ball interferes with the defensive players chance to pull the ball carriers’ flag, this will be called downfield blocking.

Defensive Penalties:

The offense will have the option to accept or decline any offensive penalty.  Defensive penalties that occur during the extra point will result in the points being awarded to the offensive team.

The following penalties called against the defense will result in a five yard penalty from the original line of scrimmage and an automatic first down:

  1. Off sides – Defensive players must line up between the line of scrimmage and their end zone.
  2. Illegal Rush – Any defensive player who rushes from inside the seven yard mark, with no hand off occurring will be charged with an illegal rush.
  3. Delay of Game – A defensive player must not intentionally delay the game.
  4. Illegal contact – Defenders may not jam receivers or engage in any type of illegal contact.
  5. Holding – Defenders can not impede an offensive player by holding his body or equipment.
  6. Illegal Flag Pull – A defender that intentionally pulls a flag of any offensive player before they have possession will be called for an illegal flag pull.
  7. Illegal Push – A defensive player must make an attempt to pull the flag and is not permitted to push an offensive player out of bounds.

 

SWIPING OR SWATTING THE BALL

A defensive player can not swipe or swat the ball from the ball carrier or receiver.  If the ball is dislodged, a 5 yard penalty will be added on to the play at the spot of the foul along with an automatic first down.   If the ball was not dislodged, 5 yards will be added to the run at the spot where the player was downed, along with an automatic first down.  If it occurs in behind the line of scrimmage, it will result in a 5 yard penalty and an automatic first down from the previous line of scrimmage

PASS INTERFERENCE

A defensive player cannot interfere with a receiver while the ball is in the air.  This penalty will result in a five yard penalty and automatic first down or a spot foul and automatic first down, depending on the nature of the foul, as judged by the field official.  If the penalty occurs in the end zone, and is judged by the official as a spot foul, then the ball will be placed on the one yard line and an automatic first down.

ROUGHING THE PASSER

A defensive player can not make contact with the quarterbacks arm at any time or knock the ball out of his hand.  The rusher must play the flags.  Depending on the nature of the contact in the judgment of the game official, the penalty will result in either a 5 or 15 yard penalty and an automatic first down.

INTERCEPTION RETURNS

If a penalty occurs on an interception return (called on the returning team), the penalty will be assessed from the spot of the interception.  If a penalty occurs on an interception return (called on the team that threw the interception), the penalty will be assessed at the end of the run.

RUNNING OUT THE CLOCK

In the second half, if in the opinion of the referees, either team tries to run out the clock by taking penalties, the team can be called for unsportsmanlike conduct. (15 yards and automatic first down/loss of down)

General Penalties:

  1. Unsportsmanlike conduct – Conduct of this nature (cursing, abuse of field officials, rough play intentionally delaying game or other conduct that is disruptive to the game) will not be tolerated.  A 15 yard penalty and an automatic first down or loss of down will be assessed and the offending player may be ejected.   Each player will be given one warning for swearing, then will be issued a penalty and possible ejection
  2. Taunting – Taunting will not be tolerated and the offending team will be assessed a 15 yard penalty and an automatic first down or loss of down.  Repeat offenders will be expelled from the game.
  3. Fighting – Will not be tolerated.  Any players involved in fights will be expelled from the facility and not permitted to play in the league again. No refunds will be given and a 15 yard penalty and automatic first down or loss of a down will be assessed.
  4. Leaving the Bench – If an altercation breaks out on the field, all players who are on the bench must remain on the bench.  If a player leaves the bench, they will be ejected from that game and may face additional penalties.

  9. Illegal Pick – Receivers are not permitted to go out of their way set picks to free other players.
  10. Lowering of head or shoulder – An offensive player cannot lower his shoulder or head to try and gain extra yardage, run a defender over or impede a defensive player and could be called for unsportsmanlike conduct.
  11. Offensive Interference – Offensive players can not in any way interfere with a defensive player at any time.
  12. Flag Guarding – A player in possession of the ball cannot impede a defender’s ability to pull his flag by swiping at his hand, shielding his flag or by having an untucked jersey.
  13. Blocking down field – If a pass is complete to a receiver, all other receivers must stop their patterns and stand still.  If a receiver fails to stop his pattern after a completion is made to another player, and the player without the ball interferes with the defensive players chance to pull the ball carriers’ flag, this will be called downfield blocking.

Defensive Penalties:

The offense will have the option to accept or decline any offensive penalty.  Defensive penalties that occur during the extra point will result in the points being awarded to the offensive team.

The following penalties called against the defense will result in a five yard penalty from the original line of scrimmage and an automatic first down:

  2. Illegal Rush – Any defensive player who rushes from inside the seven yard mark, with no hand off occurring will be charged with an illegal rush.

  7. Illegal Push – A defensive player must make an attempt to pull the flag and is not permitted to push an offensive player out of bounds.

 

SWIPING OR SWATTING THE BALL

A defensive player can not swipe or swat the ball from the ball carrier or receiver.  If the ball is dislodged, a 5 yard penalty will be added on to the play at the spot of the foul along with an automatic first down.   If the ball was not dislodged, 5 yards will be added to the run at the spot where the player was downed, along with an automatic first down.  If it occurs in behind the line of scrimmage, it will result in a 5 yard penalty and an automatic first down from the previous line of scrimmage

PASS INTERFERENCE

A defensive player cannot interfere with a receiver while the ball is in the air.  This penalty will result in a five yard penalty and automatic first down or a spot foul and automatic first down, depending on the nature of the foul, as judged by the field official.  If the penalty occurs in the end zone, and is judged by the official as a spot foul, then the ball will be placed on the one yard line and an automatic first down.

ROUGHING THE PASSER

A defensive player can not make contact with the quarterbacks arm at any time or knock the ball out of his hand.  The rusher must play the flags.  Depending on the nature of the contact in the judgment of the game official, the penalty will result in either a 5 or 15 yard penalty and an automatic first down.

INTERCEPTION RETURNS

If a penalty occurs on an interception return (called on the returning team), the penalty will be assessed from the spot of the interception.  If a penalty occurs on an interception return (called on the team that threw the interception), the penalty will be assessed at the end of the run.

RUNNING OUT THE CLOCK

In the second half, if in the opinion of the referees, either team tries to run out the clock by taking penalties, the team can be called for unsportsmanlike conduct. (15 yards and automatic first down/loss of down)

General Penalties:

  1. Unsportsmanlike conduct – Conduct of this nature (cursing, abuse of field officials, rough play intentionally delaying game or other conduct that is disruptive to the game) will not be tolerated.  A 15 yard penalty and an automatic first down or loss of down will be assessed and the offending player may be ejected.   Each player will be given one warning for swearing, then will be issued a penalty and possible ejection
  2. Taunting – Taunting will not be tolerated and the offending team will be assessed a 15 yard penalty and an automatic first down or loss of down.  Repeat offenders will be expelled from the game.
  3. Fighting – Will not be tolerated.  Any players involved in fights will be expelled from the facility and not permitted to play in the league again. No refunds will be given and a 15 yard penalty and automatic first down or loss of a down will be assessed.
  4. Leaving the Bench – If an altercation breaks out on the field, all players who are on the bench must remain on the bench.  If a player leaves the bench, they will be ejected from that game and may face additional penalties.

THE VERNON C. NEAL SPORTSPLEX

ADULT FLAG FOOTBALL

LEAGUE RULES

This flag football league is a non-contact sport!  We will not tolerate any physical contact.  Players who engage in physical contact will not be permitted to play!  By physical contact we mean, blocking, tackling, jamming receivers and stiff arm moves.  Please follow these simple directions, so we can have a safe and enjoyable league.  The field officials have the final say on all rulings.

A. ROSTER

  1. Teams will play 4×4 on the field and must have at least eight players on the roster and must be at least 16.
  2. No practice is allowed outside of the field.  All balls must be hidden (in bags) until you get on the field.
  3. Each team will pay $10.00 per game to one official, including playoffs.
  4. Anyone who has been banned from playing or coaching at the Brownson House is also not permitted to be involved in anyway at the Vernon C. Neal Sportsplex.
  5. A player must play in at least 3 regular season games to play in the playoffs.

B. GAME

  1. The games will be 40 minutes running clock, divided into two 20 minute halves, with a two minute halftime.  The game officials can stop the clock at their discretion.
  2. The game will begin with a coin flip, with the winner choosing either the ball, direction in the 1st half or defers choice to second half.  If the winner of the coin flip chooses the ball in the 1st half; the other team will choose the direction for the 1st half and will get the ball at the start of the 2nd half.  The teams will switch directions for the 2nd half.
  3. Each team will have one 30 second timeout per half and unused timeouts do not carry over.
  4. Teams will have 25 seconds to get the next play off, after the ball is spotted.
  5. 5.     The ball can be spotted anywhere on the field, from one yard inside either sideline. (Offenses choice)
  6. 6.     The ball can not be snapped until the referees are set.
  7. 7.     A team must start the game with at least three players.

C. FIELD

  1. The field is 24 yards wide by 40 yards long, with the end zones being 8 yards long.
  2. The center line is the first down marker.
  3. There are no-run zones before each end zone and before the first down marker.
  4. All players leaving the field during the game must exit the field on the bench side of the field.
  5. 5.     The field has two parallel lines running down the center about 3 feet apart.  This is the rushing zone.  The rushing zone is a safe zone for the rusher to pressure the quarterback.  No offensive player can make contact with the rusher in this zone.  If contact is made, the offense will be charge with impeding the rusher.  If the rusher is outside of the lines, he must not make contact with an offensive player, or he may be called for a penalty.

D. EQUIPMENT

  1. All players must wear an approved mouth piece at all times.
  2. Any type of shoe is permitted, except any type of metal spike.
  3. All jerseys must be tucked in at all times and a penalty will be given for an untucked jersey that may prevent a defensive player from pulling a flag.  Each team is to provide their own matching jerseys.
  4. All teams must wear flags that are provided by the Vernon C. Neal Sportsplex.
  5. Players may wear towels on their belts, but they can not interfere with the flags.  If an opposing player pulls the towel, then that will act as a pulled flag and play will be stopped.
  6. The Vernon C. Neal Sportsplex will provide a game ball for each game or teams may use their own.
  7. Extra players and playbooks must stay on the benches.
  8. Jewelry may be required to be removed and players who choose to wear any jewelry do so at their own risk.

E. GENERAL GAME RULES

  1. The winner of the game is the team that has scored the most points during the game.  If during any time during the 2nd half of the game any team leads by 30 or more points, than the game shall be declared over and the team leading will be declared the winner.  The team that is down must be given at least one offensive series in the second half.  Games in the regular season can end in a tie.
  2. A team has scored a touchdown when they have advanced the ball across the goal line. (6 points).
  3. After each touchdown, the team scoring the touchdown will have the following options:
  4. A one point conversion from the five yard line (no run zone)
  5. A two point conversion from the 12 yard line (pass or run)
  6. Any defensive penalty during an extra point attempt will result in the extra point conversion being converted with the appropriate number of points being awarded to the offensive team.
  7. Any offensive penalty during an extra point attempt will result in the extra point not being awarded.
  8. An interception on an extra point try may be returned and if it is advanced over the opposite goal line, then the team intercepting the ball will receive 2 points, no matter whether the other team was going for 1 or 2 points.  If the defensive team commits a penalty on the return, the points will be automatically awarded.
  9. A safety occurs when the offensive team is stopped, commits a penalty or fumbles the ball in their own end zone.  The defensive team is awarded 2 points and gets possession of the ball at their own 5 yard line.
  10. If a player drops or fumbles the ball at any time, the ball is dead where the player first lost control of the ball.
  11. The ball will be spotted at the point where the players’ hips were when the flag was pulled.  Players cannot extend the ball to get a better spot.  If a player falls towards his own line of scrimmage while making a catch, the ball will be spotted at the furthest point the ball progressed while in possession of the player, or at the hips of the player, which ever is closer to the original line of scrimmage.
  12. A first down is gained when the ball is advanced across the first down marker in three plays or less, or a penalty is called that result in the ball crossing the first down marker.  The offense will then receive a fresh set of three downs to score a touchdown.
  13. The ball carrier is down when: a. Flag or belt is pulled off      b. steps out of bounds   c. knee hits ground      d. flags or belt falls off  below the hips  e. ball carrier lets the ball touch the ground
  14. A player must have at least one foot inbounds when making a reception.  A player that steps out of bounds during a play is not eligible to come back in to make a reception or carry the ball.
  15. If a receiver, while in the air, is pushed out of bounds, and if in the judgment of the official the receiver could have gotten one foot in, the official may rule it a catch.

OFFENSIVE PART OF THE GAME

  1. The offense will begin their possession of the ball on their 5 yard line at the start of the game and the start of the second half, after an opponent’s touchdown, after a turnover-on-downs and after a safety.  If a player intercepts a pass, they may advance the ball.
  2. Each team will have three downs to advance past the center first down marker.  Once they have passed the center line, they will have three plays to score a touchdown.
  3. Each play must begin with the center snapping the ball between their legs to the quarterback.
  4. The offense may align themselves in anyway, as long as they are behind the line of scrimmage and on the field of play.  Behind the line of scrimmage, only one player is to be within six foot of the center. (width of  the rushing zone).
  5. The offense may advance the ball in the following ways:
  6. The quarterback may throw a forward pass to a receiver.  The receiver must have both feet over the line of scrimmage in order for a forward pass to be legal.
  7. The quarterback may hand off the ball to a player in the backfield and there can unlimited number of hand offs behind the line of scrimmage.  The player receiving the hand off may run or attempt a pass downfield.  Once a player has crossed the line of scrimmage, they may no longer pass or hand off.  No laterals are permitted at any time.  The player, who takes the direct snap from center, is not allowed to run, unless he hands the ball off to another player and then receives a return handoff.
    1. The quarterback has seven seconds to throw the ball, from the time of the snap.  If they fail to do this, the play will be stopped and the ball placed at the previous line of scrimmage.  If the team executes a hand off, then the seven second rule is no longer in effect.

F. DEFENSIVE PART OF THE GAME

  1. Defensive players must lineup at least one yard from the line of scrimmage.
  2. Any defensive player who wishes to rush the quarterback, must lineup at least seven yards back of the line of scrimmage.  There is no limit on the number of players that can rush.  The game official will mark off the seven yards before the start of each play.  A player, after the ball has been snapped, may retreat behind the 7 yard mark, to rush the quarterback.
  3. If the offensive team executes a hand off, any defensive player can rush, regardless of where they lined up prior to the play.
  4. A defensive player may defend a forward pass by knocking down or intercepting the pass, but a defensive player must not interfere with any offensive players attempt to catch he ball.  Interceptions may be returned.
  5. Defensive players can not use their hands and arms to impede receivers.
  6. Players are not permitted to swipe or swat the ball from the ball carrier’s hands.

G. PENALTIES

Offensive Penalties:

The defense will have the option to accept or decline any offensive penalty.

The following penalties called against the offense will result in a DEAD PLAY.  The ball will be spotted at the original line of scrimmage.

  1. Illegal Forward Pass – The receiver must be in front of the line of scrimmage when he receives a pass.
  2. Illegal Handoff or Pitch – The ball may not be pitch backwards at any time behind or beyond the line of scrimmage.  For a hand off to be legal, the player must a full possession of the ball, prior to handing the ball to another player.  (A player must be the only player to have his hands on the ball to be considered full possession).  The center sneak is only permitted if the quarterback takes the ball and puts it on the centers’ back or hands the ball to him.  The center can not take the ball back between his legs from the quarterback.

The following penalties called against the offense will result in a 5 yard penalty & loss of down from the original line of scrimmage:

  1. Illegal Formation – Can not break the huddle with more than four players or have more than more player within six feet of the center behind the line of scrimmage.
  2. Illegal snap – Ball must be snapped between the legs
  3. Illegal motion/False Start – Once the offense is set, players must always move backwards or laterally in comparison to the line of scrimmage and not permitted to move forward or cross the line of scrimmage until the ball is snapped.
  4. Delay of Game – The offensive teams fails to snap the ball in 25 seconds.
  5. Illegal Forward Pass – The receiver must be in front of the line of scrimmage when he receives a pass.
  6. The quarterback may hand off the ball to a player in the backfield and there can unlimited number of hand offs behind the line of scrimmage.  The player receiving the hand off may run or attempt a pass downfield.  Once a player has crossed the line of scrimmage, they may no longer pass or hand off.  No laterals are permitted at any time.  The player, who takes the direct snap from center, is not allowed to run, unless he hands the ball off to another player and then receives a return handoff.
    1. The quarterback has seven seconds to throw the ball, from the time of the snap.  If they fail to do this, the play will be stopped and the ball placed at the previous line of scrimmage.  If the team executes a hand off, then the seven second rule is no longer in effect.

F. DEFENSIVE PART OF THE GAME

  1. Defensive players must lineup at least one yard from the line of scrimmage.
  2. Any defensive player who wishes to rush the quarterback, must lineup at least seven yards back of the line of scrimmage.  There is no limit on the number of players that can rush.  The game official will mark off the seven yards before the start of each play.  A player, after the ball has been snapped, may retreat behind the 7 yard mark, to rush the quarterback.
  3. If the offensive team executes a hand off, any defensive player can rush, regardless of where they lined up prior to the play.
  4. A defensive player may defend a forward pass by knocking down or intercepting the pass, but a defensive player must not interfere with any offensive players attempt to catch he ball.  Interceptions may be returned.
  5. Defensive players can not use their hands and arms to impede receivers.
  6. Players are not permitted to swipe or swat the ball from the ball carrier’s hands.

 

G. PENALTIES

Offensive Penalties:

The defense will have the option to accept or decline any offensive penalty.

The following penalties called against the offense will result in a DEAD PLAY.  The ball will be spotted at the original line of scrimmage.

  1. Illegal Forward Pass – The receiver must be in front of the line of scrimmage when he receives a pass.
  2. Illegal Handoff or Pitch – The ball may not be pitch backwards at any time behind or beyond the line of scrimmage.  For a hand off to be legal, the player must a full possession of the ball, prior to handing the ball to another player.  (A player must be the only player to have his hands on the ball to be considered full possession).  The center sneak is only permitted if the quarterback takes the ball and puts it on the centers’ back or hands the ball to him.  The center can not take the ball back between his legs from the quarterback.

The following penalties called against the offense will result in a 5 yard penalty & loss of down from the original line of scrimmage:

  1. Illegal Formation – Can not break the huddle with more than four players or have more than more player within six feet of the center behind the line of scrimmage.
  2. Illegal snap – Ball must be snapped between the legs
  3. Illegal motion/False Start – Once the offense is set, players must always move backwards or laterally in comparison to the line of scrimmage and not permitted to move forward or cross the line of scrimmage until the ball is snapped.
  4. Delay of Game – The offensive teams fails to snap the ball in 25 seconds.
  5. Illegal Forward Pass – The receiver must be in front of the line of scrimmage when he receives a pass.
  6.   7. Illegal Run from Scrimmage – The offense can not run the ball if the line of scrimmage is within one of the no-run zones on the field. (The ball has crossed into the no-run zone.)
  8. Impeding the Rusher – Offensive players must give a defensive player a clear path and not try to impede them in any way.
  9. Illegal Pick – Receivers are not permitted to go out of their way set picks to free other players.
  10. Lowering of head or shoulder – An offensive player cannot lower his shoulder or head to try and gain extra yardage, run a defender over or impede a defensive player and could be called for unsportsmanlike conduct.
  11. Offensive Interference – Offensive players can not in any way interfere with a defensive player at any time.
  12. Flag Guarding – A player in possession of the ball cannot impede a defender’s ability to pull his flag by swiping at his hand, shielding his flag or by having an untucked jersey.
  13. Blocking down field – If a pass is complete to a receiver, all other receivers must stop their patterns and stand still.  If a receiver fails to stop his pattern after a completion is made to another player, and the player without the ball interferes with the defensive players chance to pull the ball carriers’ flag, this will be called downfield blocking.

Defensive Penalties:

The offense will have the option to accept or decline any offensive penalty.  Defensive penalties that occur during the extra point will result in the points being awarded to the offensive team.

The following penalties called against the defense will result in a five yard penalty from the original line of scrimmage and an automatic first down:

  1. Off sides – Defensive players must line up between the line of scrimmage and their end zone.
  2. Illegal Rush – Any defensive player who rushes from inside the seven yard mark, with no hand off occurring will be charged with an illegal rush.
  3. Delay of Game – A defensive player must not intentionally delay the game.
  4. Illegal contact – Defenders may not jam receivers or engage in any type of illegal contact.
  5. Holding – Defenders can not impede an offensive player by holding his body or equipment.
  6. Illegal Flag Pull – A defender that intentionally pulls a flag of any offensive player before they have possession will be called for an illegal flag pull.
  7. Illegal Push – A defensive player must make an attempt to pull the flag and is not permitted to push an offensive player out of bounds.

 

SWIPING OR SWATTING THE BALL

A defensive player can not swipe or swat the ball from the ball carrier or receiver.  If the ball is dislodged, a 5 yard penalty will be added on to the play at the spot of the foul along with an automatic first down.   If the ball was not dislodged, 5 yards will be added to the run at the spot where the player was downed, along with an automatic first down.  If it occurs in behind the line of scrimmage, it will result in a 5 yard penalty and an automatic first down from the previous line of scrimmage

PASS INTERFERENCE

A defensive player cannot interfere with a receiver while the ball is in the air.  This penalty will result in a five yard penalty and automatic first down or a spot foul and automatic first down, depending on the nature of the foul, as judged by the field official.  If the penalty occurs in the end zone, and is judged by the official as a spot foul, then the ball will be placed on the one yard line and an automatic first down.

ROUGHING THE PASSER

A defensive player can not make contact with the quarterbacks arm at any time or knock the ball out of his hand.  The rusher must play the flags.  Depending on the nature of the contact in the judgment of the game official, the penalty will result in either a 5 or 15 yard penalty and an automatic first down.

INTERCEPTION RETURNS

If a penalty occurs on an interception return (called on the returning team), the penalty will be assessed from the spot of the interception.  If a penalty occurs on an interception return (called on the team that threw the interception), the penalty will be assessed at the end of the run.

RUNNING OUT THE CLOCK

In the second half, if in the opinion of the referees, either team tries to run out the clock by taking penalties, the team can be called for unsportsmanlike conduct. (15 yards and automatic first down/loss of down)

General Penalties:

  1. Unsportsmanlike conduct – Conduct of this nature (cursing, abuse of field officials, rough play intentionally delaying game or other conduct that is disruptive to the game) will not be tolerated.  A 15 yard penalty and an automatic first down or loss of down will be assessed and the offending player may be ejected.   Each player will be given one warning for swearing, then will be issued a penalty and possible ejection
  2. Taunting – Taunting will not be tolerated and the offending team will be assessed a 15 yard penalty and an automatic first down or loss of down.  Repeat offenders will be expelled from the game.
  3. Fighting – Will not be tolerated.  Any players involved in fights will be expelled from the facility and not permitted to play in the league again. No refunds will be given and a 15 yard penalty and automatic first down or loss of a down will be assessed.
  4. Leaving the Bench – If an altercation breaks out on the field, all players who are on the bench must remain on the bench.  If a player leaves the bench, they will be ejected from that game and may face additional penalties.
